They are both important. The more bodyfat you carry, the bigger and thicker your abs need to be to show through the fat. That would come from working abs with heavy resistance like any other muscle.

The leaner you are, the easier it is for the abs to be visible even if you have itty bitty ones that haven't been trained at all.

It's a combination of building them and keeping the bodyfat low that creates the impressive 8 pack...6 packs are sooooo last millenium. :)

A way to get bigger abs so they will show is start using weights! Abs are a muscle group, and like any other muscle group, adding weights increase the size. So when doing ab workouts include like a 10 lb. medicine balls when doing crunches, V-twists, etc. Do this at least 1-2 times a week with at least a 4-5 day rest in between will definitely increase size over the years not like those people that have been doing worthless crunches for years and not have seen any results. Exercise can make your abs tighter, stronger, thicker - the "cobblestone" look. But all of that work means nothing if they are obscured by a layer of fat.
A combination of a good nutritional plan and reasonable cardio to kick up your metabolic rate will help you get the look you want.

Visible abs are all about a combination of genetics and low body fat.

You can do 10000 situps per day and you wont have a 6 pack if your body fat isn't low.

You also could have a low body fat and still not get the 6 pack look. This comes down to genetics. Some peoples genetics allow it and others dont.

Eat healthy and workout often, keeping your BF% low and you will have abs.
